How to read this

The red mark is the published kill line — the price that would prove the thesis wrong. The dot is where the name closed on 27 October 2026; a dot left of the mark has closed through its line.

Distance is drawn on a square-root scale, so close calls get the room. Past 8% a row reads well clear, with a hollow dot to show the figure is off the drawn scale. Rows run tightest first.

Kill line

A daily close below $11, a round level under the 27 October 2026 close of $12.92. Separately, Q3 2026 revenue at or below the Q2 2026 figure of $12.885 million would break the revenue case.

Not a pickResearch coverage at low conviction. A medium-or-higher call would open a pick on the scoreboard.

The thesis

Perma-Fix Environmental Services' Hanford waste-treatment case still has no income-statement proof. The adjusted close on 27 October 2026 was $12.92, 33.5% below the 52-week high of $19.43. The third-quarter report decides it: revenue has to exceed the second quarter's $12.885 million.

The company said on 12 August 2026 that Direct-Feed Low-Activity Waste (DFLAW) liquid-effluent receipts at Hanford began in early July 2026. The third quarter is the first full quarter to include them.

The narrative is maturing: the Hanford award has been public since 12 August 2026, and the shares fell from a close of $17.45 on 18 September 2026 to $12.80 on 14 October 2026, then held near that level at $12.92 on 27 October 2026. No company release or SEC filing in the last 30 days explains the decline.

The 14-day Relative Strength Index (RSI), a gauge of how one-sided recent price moves have been, was 30.5 on 27 October 2026, up from 12.7 on 14 October 2026. Evidence of a crowded long position is absent. The one crowding item is timing: the earnings report is expected within about two weeks.

Bullish and bearish views on Perma-Fix Environmental Services, Inc.

The bull case on Perma-Fix Environmental Services, Inc. (PESI), in brief: Waste receipts are an operating test. The bear case: The business loses money at the gross line.

Bull case

  • Waste receipts are an operating test. DFLAW receipts began in early July 2026, per the 12 August 2026 release. The Q3 report shows whether treatment revenue rises above the $8.3 million reported for Q2.
  • Treatment backlog rose before conversion. Treatment backlog was $15.7 million at 30 June 2026, up 29% from the preceding quarter, per the same release. Conversion into Q3 revenue would match that build.
  • The subcontract opens a larger pool. The Hanford master indefinite-delivery, indefinite-quantity subcontract allows task orders from 1 January 2027 under a shared $4,367,300,000 ceiling. Perma-Fix is one of several eligible awardees.
  • One analyst target sits far above the price. Craig-Hallum analyst Aaron Spychalla raised his price target to $30 from $25 on 13 August 2026, per TipRanks. That target is more than double the 27 October 2026 close of $12.92.

Bear case

  • The business loses money at the gross line. For the quarter ended 30 June 2026, revenue was $12.885 million, gross loss was $2.5 million and net loss was $6.2 million, per the 12 August 2026 release. Higher revenue alone would leave profitability unresolved.
  • The ceiling is not committed revenue. The $4,367,300,000 ceiling is shared across multiple awardees, and the company has stated no volume or value for itself. No task-order dollars can be committed before 1 January 2027.
  • The decline has not reversed. The close of $12.92 on 27 October 2026 is $0.12 above the $12.80 close of 14 October 2026, so two weeks have passed without a recovery toward the $15.41 close of 1 October 2026.
  • Funding depends on Washington. The continuing resolution signed 2 September 2026 funds agencies to 11 December 2026 at FY2026 levels. A lapse or another stopgap could delay Department of Energy cleanup spending.

Price setup

The adjusted close was $12.92 on 27 October 2026. The 52-week high is $19.43, and the shares sit 33.5% below it. The three-month price change was a decline of 23.2%, against a decline of 26.7% on 14 October 2026.

The 14-day RSI rose from 12.7 on 14 October 2026 to 30.5 on 27 October 2026, so the heaviest selling has eased. The price has moved sideways since mid-October, between the $12.80 and $12.92 closes.

The $11 level is a round number under the current price and is the closing level that would end the case. It is 14.9% below the 27 October 2026 close only in the sense of a round figure; no earlier support level is named in company filings or analyst notes.

Catalysts, next 30 days

  • ~10 November 2026, est. Q3 2026 results. The company had not announced a date as of 28 October 2026. Investing.com lists 29 October 2026, other third-party calendars run to 11 November 2026, and the Q3 2025 report came on 10 November 2025. Earlier call notices came one to five days ahead, and none for Q3 had appeared by 28 October 2026.
  • Revenue and treatment revenue. The report is read against $12.885 million total revenue and $8.3 million treatment revenue for Q2.
  • 11 December 2026 — continuing resolution expiry. This falls outside the 30-day window and matters for Department of Energy cleanup funding.
  • 1 January 2027 — Hanford task-order period opens. This is the first date on which task orders can be committed under the shared ceiling.

What would change the view

The case breaks if Q3 2026 revenue is at or below the Q2 figure of $12.885 million, or if treatment revenue is at or below $8.3 million. Either result would show that DFLAW receipts have not yet reached the income statement. A further break would be a company update after 1 January 2027 reporting no task orders awarded to Perma-Fix.

On price, a daily close below $11 would end the case. A third-quarter report that shows revenue growth with a narrowing gross loss from the $2.5 million of Q2 would strengthen it.

What it trades with

Perma-Fix trades on its own contract news and Department of Energy budget timing. No theme cluster carries the name currently, and no company release has explained the 2026-09 and 2026-10 decline. Federal appropriations, Hanford waste-processing schedules and small-cap risk appetite are the outside drivers of the shares.

Notes

  • The Hanford master subcontract's shared ceiling is not committed revenue for Perma-Fix; task orders determine awarded volume and value.
  • As of 28 October 2026 the company had not announced a Q3 2026 report date; past call notices came one to five days before the release.
  • Perma-Fix's earnings dates have moved: the Q2 2026 call was rescheduled from 11 August to 12 August 2026.
