Against its published line

Above its line on the last close.

How to read this

The red mark is the published kill line — the price that would prove the thesis wrong. The dot is where the name closed on 9 October 2026; a dot left of the mark has closed through its line.

Distance is drawn on a square-root scale, so close calls get the room. Past 8% a row reads well clear, with a hollow dot to show the figure is off the drawn scale. Rows run tightest first.

How a pick is graded

Kill line

A daily close below $5.38, the 2 October 2026 close before the first-round election rally, which would erase the whole move. A Lula runoff win on 25 October 2026, or another year-on-year net income decline in the Q3 report, would also break the case.

Not a pickResearch coverage at low conviction. A medium-or-higher call would open a pick on the scoreboard.

The thesis

Sabesp's American depositary shares (ADS) now trade on Brazil's 25 October presidential runoff more than on the water utility's own results. The first-round rally carried the shares to a $6.59 close on 8 October 2026, just under the $6.736 average analyst target. The runoff and the third-quarter report decide whether that gain holds. The case for beating the S&P 500 over three months is weak from here, because much of a favourable election result already appears to be in the price.

The business is growing. Second-quarter 2026 revenue rose 13.9% to BRL 10.2 billion, and first-half capital spending rose 15.6% to BRL 7.5 billion. Earnings went the other way. Net income fell 31.4% to BRL 1.46 billion, and earnings per ADS of $0.07 missed the $0.09 analyst estimate (MarketBeat, 5 October 2026). The shares moved on politics. On 5 October 2026 Benzinga reported the iShares MSCI Brazil ETF up 13% after Flávio Bolsonaro finished ahead of President Lula in the first round, and SBS opened at $6.23 against a $5.38 prior close.

The narrative is accelerating. The 4 October 2026 first-round result produced Brazil's best trading day since 2020, by Benzinga's count, and drew about 7.9 million SBS shares of volume at the open (MarketBeat). The difficulty is that betting markets priced the outcome quickly. As of 6 October 2026, Polymarket gave Flávio Bolsonaro an 85% chance of winning and Kalshi gave him 86%, while final opinion polls showed a statistical dead heat.

Bullish and bearish views on COMPANHIA DE SANEAMENTO B SICO DO ESTADO DE SAO PAULO-SABESP ADS'S

The bull case on COMPANHIA DE SANEAMENTO B SICO DO ESTADO DE SAO PAULO-SABESP ADS'S (SBS), in brief: Investment spending is growing the regulated asset base. The bear case: Earnings fell while revenue grew.

Bull case

  • Investment spending is growing the regulated asset base. Capital spending reached BRL 7.5 billion in the first half of 2026, up 15.6% from a year earlier, and JP Morgan projects BRL 18–20 billion for the full year (ad-hoc-news summary of the Q2 2026 results).
  • Revenue is compounding at double digits. Q2 2026 revenue rose 13.9% to BRL 10.2 billion, and sanitation services revenue rose 12.1% to BRL 6.59 billion (company Q2 results, 13 August 2026).
  • Analysts still rate the shares favourably. On 2 October 2026 the five-analyst consensus was Strong Buy, with ADS targets from $6.28 to $7.60. JP Morgan raised its target for the São Paulo-listed shares (SBSP3) to BRL 35 from BRL 34 on 8 September 2026, rated Overweight.
  • A Bolsonaro win would favour private-sector utilities. Flávio Bolsonaro took 47.03% of the first-round vote to Lula's 45.16% on 4 October 2026. Markets read the result as lower political risk for Brazil's privatized companies, Sabesp among them.
  • The EMAE merger is close to completion. EMAE shareholders approved the merger on 16 September 2026 at 1.3195 Sabesp shares per EMAE share, and the withdrawal-rights window closes on 19 October 2026 (company 6-K).

Bear case

  • Earnings fell while revenue grew. Q2 2026 net income dropped 31.4% to BRL 1.46 billion, and the $0.07 per ADS figure missed the $0.09 consensus (MarketBeat, 5 October 2026). Brazilian coverage of the quarter cited higher variable costs, operating expenses and bad-debt provisions.
  • The price has reached the consensus target. The $6.59 close on 8 October 2026 sits just under the $6.736 average target set on 2 October 2026, when the shares closed at $5.38. Further gains need upgrades that had not been published by 8 October 2026.
  • The runoff is closer than betting markets imply. Final surveys showed the 25 October contest as a statistical dead heat, against roughly 85% odds for Bolsonaro on prediction markets as of 6 October 2026. A Lula win would undo a rally that rests on one political outcome.
  • The shares are stretched in the short term. The 14-day relative strength index (RSI) stood at 80.2 on 8 October 2026, well above the 70 level usually read as overbought.

Price setup

On 8 October 2026 the ADS closed at $6.59, 6.9% below the 52-week high of $7.08 in split-adjusted daily closes. The shares are up 11.1% over three months. Most of that gain came in one week: the close was $5.38 on 2 October 2026 and $6.37 on 7 October 2026, before the 8 October 2026 close.

The $5.38 close on 2 October 2026 is the last price before the election move. A return to that level would erase the whole first-round rally. The $6.28 low analyst target sits about midway between that close and the current price. The RSI of 80.2 and the 7.9 million shares traded on 5 October 2026 point to a crowded, event-driven move.

Catalysts, next 30 days

  • 19 October 2026: The withdrawal-rights and tax-documentation deadline for EMAE shareholders under the merger (company 6-K). The settlement date for the new shares has not been set.
  • 25 October 2026: Brazil's presidential runoff between Flávio Bolsonaro and Lula. This is the main driver of the ADS and the Brazilian real over the period.
  • ~12 November 2026 (est.): Third-quarter 2026 results. Q2 results came out on 13 August 2026. The report shows whether cost and bad-debt pressure has eased enough for earnings to follow revenue.

What would change the view

A Lula victory on 25 October would break the current case. The rally rests on a change of government, and losing that outcome would likely send the shares back toward their pre-election range. A third-quarter report showing another year-on-year drop in net income would also weaken the case, since revenue growth would still not be reaching earnings.

The reading would turn more positive on two conditions. First, a Bolsonaro win with the ADS holding above the $6.37 close of 7 October 2026. Second, analysts raising targets above the $7.60 high end of the range. Q3 margins recovering while capital spending stays on JP Morgan's BRL 18–20 billion path would strengthen the case further. A daily close below $5.38 would put the shares back under their pre-election close and end the thesis.

What it trades with

The ADS is reported in Brazilian reais and currently trades as a high-beta proxy for Brazilian political risk. It moves with the iShares MSCI Brazil ETF (up 13% on 5 October 2026, per Benzinga), the real and local interest rates. Brazil-listed peers in the Emerging markets group, XP and Inter&Co (INTR), carry the same election and rates exposure, so they add little diversification against SBS around the runoff. VEON's operations sit outside Brazil and do not share that exposure.

Attention to the Emerging markets group has risen since August. That backdrop supports the move but does not change the stock-specific facts: earnings missed estimates, and the price is already at the consensus target. A broad sell-off in Brazilian assets after the runoff would hit this name with the rest of the group.

Notes

  • Each NYSE-listed SBS ADS represents one Sabesp common share.
  • Sabesp reports in Brazilian reais, so the US dollar ADS price also moves with the BRL/USD exchange rate.
  • Sabesp is a foreign private issuer. It files 6-K and 20-F reports with the SEC instead of 10-Q and 10-K reports.
