How to read this
The red mark is the published kill line — the price that would prove the thesis wrong. The dot is where the name closed on 9 October 2026; a dot left of the mark has closed through its line.
Distance is drawn on a square-root scale, so close calls get the room. Past 8% a row reads well clear, with a hollow dot to show the figure is off the drawn scale. Rows run tightest first.
Kill line
A daily close below $69, under the $69.37 close of 22 September 2026 that VEON used to price its $200 million buyback. A cut to 2026 revenue or EBITDA guidance at the 6 November 2026 report would also break the case.
Open pick Medium conviction, opened at $76.81. Kill line at open: $69.00 (daily close); graded by at the latest.

How picks are graded →The thesis
VEON is turning from a mobile carrier in frontier markets into a "digital operator", and the numbers now back it up. Digital revenue grew 53.6% year on year in the second quarter, the company raised its 2026 guidance, and it is returning cash through a larger buyback. The 6 November 2026 third-quarter report decides whether earnings before interest, taxes, depreciation and amortization (EBITDA) start to grow as fast as revenue.
VEON's 2Q26 release (31 July 2026) reported revenue of $1,271 million, up 17.0%, and EBITDA of $552 million, up 6.2%. Management lifted 2026 revenue growth guidance to 15%-18% from 11%-14%, and EBITDA growth guidance to 9%-12% from 7%-10%. The shares closed at $77.07 on 8 October 2026, 0.2% below their 52-week high of $77.19 and up 48.1% over three months.
The narrative is accelerating: Cantor Fitzgerald started coverage on 2 October 2026, Northland raised its target on 29 September 2026, and partnership news has come in every week since mid-September, most recently the Banglalink satellite-to-mobile launch on 9 October 2026.
Bullish and bearish views on VEON Ltd. ADS
The bull case on VEON Ltd. ADS (VEON), in brief: Digital revenue is now a quarter of sales. The bear case: Profit growth trails revenue growth.
Bull case
- Digital revenue is now a quarter of sales. Digital revenue reached $342 million in 2Q26, up 53.6%, with a 36.1% EBITDA margin and 26.9% of group revenue (VEON 2Q26 release, 31 July 2026).
- Guidance went up at mid-year. VEON raised 2026 revenue growth guidance to 15%-18% and EBITDA growth guidance to 9%-12% on 31 July 2026, after first-half EBITDA grew 11.5% to $1,069 million.
- Buyback expanded to about $200 million. On 23 September 2026 VEON announced a program for 72.5 million shares (2.9 million ADSs, 3.9% of shares outstanding), after finishing a $100 million program from November 2025. All repurchased shares will be cancelled.
- The balance sheet carries little debt. Net debt excluding leases was $1,819 million at the end of 2Q26, 1.10 times trailing EBITDA after leases, with $2,193 million of cash, $968 million of it at headquarters (2Q26 release).
- Analyst targets sit above the price. Cantor Fitzgerald's target is $112 (initiated Overweight, 2 October 2026). Northland's target is $85 (raised, 29 September 2026).
- Partnership flow keeps building. Amdocs signed a 10-year agreement on 7 October 2026 to run VEON's core technology operations across Eurasia. Bangladesh Bank approved a digital bank license for a VEON joint venture on 25 September 2026, and Beeline Kazakhstan added Starlink direct-to-device service on 29 September 2026.
Bear case
- Profit growth trails revenue growth. In 2Q26 revenue grew 17.0% but EBITDA grew only 6.2%, and the EBITDA margin was 43.4% (2Q26 release). Net income attributable to VEON fell 79.6% to $122 million.
- Currency swings shape reported growth. Kazakhstan revenue rose 12.2% in dollars but 3.8% in local currency in 2Q26. In Ukraine the gap ran the other way, 19.5% in dollars against 27.2% in local currency.
- The largest shareholder is selling into the buyback. LetterOne agreed on 23 September 2026 to sell up to 32,957,830 shares to VEON, in proportion to its stake.
- The shares are stretched after the run. The 14-day relative strength index (RSI) stood at 72.6 on 8 October 2026, above the 70 level usually read as overbought. Benzinga named VEON among communication stocks at momentum risk on 28 September 2026.
- Ukraine still weighs on spending. Capital spending intensity was 18.9% of trailing revenue including Ukraine and 15.0% excluding it (2Q26 release). Most of VEON's markets carry war, sanctions or currency risk.
Price setup
The shares closed at $77.07 on 8 October 2026, just under the 52-week high of $77.19, after a 48.1% gain over three months (adjusted daily closes). The 22 September 2026 close of $69.37, which VEON used to size the buyback, is the nearest dated reference below the current price. Since then the shares have risen about 11%, on analyst initiations and partnership news.
Crowding shows in three places. Momentum is overbought, with RSI at 72.6. The third-quarter report on 6 November 2026 falls inside the next month. LetterOne's share sale is also running alongside the buyback. A close back below $69.37 would erase all of the move since the buyback was announced.
Catalysts, next 30 days
- 6 November 2026 — Third-quarter 2026 results and conference call. This report shows whether digital growth holds near 50% and whether EBITDA growth moves toward the raised 9%-12% range for the year.
- 16 November 2026 — Capital Markets Day (just outside 30 days). The case turns on it. Medium-term targets for the digital business and capital returns would reset the valuation argument behind Cantor's $112 target.
Elapsed catalysts
- Ongoing — Open-market repurchases under the ~$200 million program announced 23 September 2026. Progress updates will show how quickly shares are being retired. (passed 19d ago)
What would change the view
The case breaks if digital growth slows sharply or EBITDA growth falls further behind revenue at the 6 November 2026 report. A cut to either 2026 guidance range would end it. A widening gap between local-currency and dollar growth in Kazakhstan or Pakistan would also weaken the earnings picture, as would a pause in the buyback.
On price, a daily close below $69 would put the shares under the $69.37 close of 22 September 2026 that priced the buyback. That would show the post-announcement buying has reversed.
What it trades with
VEON trades with frontier and emerging-market risk appetite. Its operating markets are Pakistan, Ukraine, Kazakhstan, Bangladesh and Uzbekistan, so dollar strength against those currencies hits reported results directly. Peers in the same Emerging markets group (XP, SBS, INTR) are Latin American and share the macro exposure but not the countries. The group's attention has been rising since early August, so a broad emerging-market sell-off would likely hit VEON despite company-specific news. VEON owns about 51% of Kyivstar, which trades separately on Nasdaq, so news about Ukraine's war or a ceasefire moves both stocks.
Notes
- VEON trades on Nasdaq as American Depositary Shares (ADSs); each ADS represents 25 common shares.
- LetterOne is VEON's largest shareholder and has agreed to sell shares to the company in proportion to its stake during buybacks.
- VEON reports in US dollars but earns most revenue in local currencies such as the hryvnia, tenge, rupee and taka.
- VEON owns about 51% of Kyivstar, which has been listed separately on Nasdaq since August 2025.
