SBS paperboard price inflection: two $60/ton increases plus ~300kt of capacity out YTD took Q3 adjusted EBITDA guidance to $20–30M from negative $8M in Q2. The overbought condition at the 2026-08-07 high of $23.31 has worked off — RSI(14) 45.3 at the $21.75 close on 2026-08-21 — but realization is still unproven; the August/September RISI index prints are the test.

Current Thesis
The leg being bought is a supply-driven price inflection in bleached paperboard, expressed through the most levered pure-play producer of it. Two $60/ton SBS increases were announced in June and August 2026, management sized the combined benefit at $50–60M of annualized EBITDA once fully implemented, and guided Q3 adjusted EBITDA to $20–30M against negative $8M in Q2 (Q2 call, 2026-07-28). Roughly 300,000 tons of North American SBS capacity has come out year-to-date, with RISI forecasting another 200,000 tons by year-end; industry operating rates ran 88% in Q2 versus 81% in Q1.
What has changed since the 2026-08-07 close of $23.31 is the entry condition, not the story. The last completed close was $21.75 on 2026-08-21, 6.7% below the 52-week high, with RSI(14) at 45.3 against 87.7 two weeks earlier. The shares are still up 54.5% over three months. No company-specific news has crossed since the print; the pullback has been a decay of momentum rather than a repudiation of the guide. The pricing claim remains entirely unverified — announced increases have effective dates, not yet realized index prints.
Bullish and bearish views on Clearwater Paper Corporation
The model's bull view on Clearwater Paper Corporation (CLW), in brief: Q3 2026 adjusted EBITDA guided to $20–30M from negative $8M in Q2 — a dated, management-owned inflection (2026-07-28 call), not an analyst projection. The bear view: Nothing has yet confirmed realization. The announced increases have effective dates only; Packaging Dive's own framing on 2026-07-28 was that SBS "remains in oversupply" despite recent capacity rationalization. The company is still loss-making. Q2 2026 net sales $374.8M (-4%… Both cases follow in full.
Bull Case
- Q3 2026 adjusted EBITDA guided to $20–30M from negative $8M in Q2 — a dated, management-owned inflection (2026-07-28 call), not an analyst projection.
- The increase round is industry-wide and now four-deep, per Packaging Dive (2026-07-28): Smurfit Westrock 4–6% on SBS folding carton/commercial print/foodservice effective 2026-08-10; Sappi 4–6% on all boxboard grades effective 2026-08-20; Manchester Industries 5% on SBS and FBB effective 2026-08-24; Metsä Board 4–6% on fresh-fiber FBB and barrier grades in the Americas effective 2026-09-01.
- The adjacent containerboard grade is pushing harder still — International Paper $80/ton and Smurfit Westrock $100/ton effective 2026-09-01, Cascades $110–140/ton effective 2026-09-08, PCA $140/ton announced 2026-07-27. Broad fiber pricing pressure is the environment in which an SBS increase sticks.
- Volume is already there: paperboard shipments +8% YoY in Q2 and +6% year-to-date.
- Deleveraging is running ahead of the P&L — net debt down $59M in the quarter and $50M year-to-date (Q2 call, 2026-07-28), with H1 2026 operating cash flow of $69.5M versus negative $26.7M in H1 2025.
- Liquidity is not the constraint: $95.4M cash, $197.7M ABL availability ($79.0M drawn, $3.8M in letters of credit), a $259.3M undrawn PCA term revolver, and covenant compliance at 2026-06-30 (Q2 10-Q).
- Self-help continues: the April 2026 Cypress Bend, Arkansas restructuring halves production at that SBS mill; the Lewiston, Idaho maintenance outage was completed on time and on budget (Q2 call).
Bear Case
- Nothing has yet confirmed realization. The announced increases have effective dates only; Packaging Dive's own framing on 2026-07-28 was that SBS "remains in oversupply" despite recent capacity rationalization.
- The company is still loss-making. Q2 2026 net sales $374.8M (-4% YoY), net loss $(21.5)M against $2.7M of net income a year earlier, adjusted EBITDA negative $8M.
- Market pricing was down 9% YoY in Q2, so the +8% shipment growth was won into a falling price. That mix breaks badly if the increases are only partly realized.
- The $50–60M is a run rate, not a 2026 number: management flagged roughly $70M of 2026 carryover headwind from 2025 price declines against only $10–20M of H2 2026 pricing improvement.
- FY2026 cash capex is guided at $65–75M versus a Q3 EBITDA guide of $20–30M. Total debt was $362.2M against $95.4M of cash at 2026-06-30.
- Customer resistance is visible one grade over: the independent converter trade group AICC publicly opposed the third 2026 containerboard increase round (Packaging Dive, August 2026). Converters absorbing board increases are Clearwater's customer base.
- Price sits at the top of the published target band. Truist maintained Hold with a $17 target on 2026-07-15; post-print, TD Securities moved to $20, RBC to $21, BofA to $22.
Setup & Price Structure
The 2026-08-07 close of $23.31 is the 52-week high and the reference for the whole move. Price has since worked back to $21.75 (2026-08-21) with an August low near $20.28 (stockanalysis.com, month-to-date through 2026-08-20). RSI(14) at 45.3 puts the name back at mid-range momentum after printing 87.7 at the high — the condition that drew Benzinga's 2026-08-03 "Materials Stocks That May Collapse In Q3" overbought screen has worked itself off without a structural break.
Positioning observables, stated as observables: the retail-sentiment coverage clustered at the high and has not recurred; the $20.28 August floor has held on a closing look so far; there is no earnings print inside the next 30 days (Q3 results are unconfirmed on the investor-relations calendar, with late October the historical pattern — Q3 2025 was reported 2025-10-28); insider activity is non-directional (CFO Sherri Baker, Form 4 dated 2026-08-15, code F — 4,634 shares withheld at $21.42 for tax on a vesting 2023 RSU grant, 40,847 shares held after, not an open-market sale); and the company itself was not a buyer into the strength, with $0.1M repurchased in Q2 2026 and $79.5M of the $100M authorization outstanding at 2026-06-30.
The narrative is maturing. The narrative broke into the tape on 2026-07-28 with the guide and ran to a 52-week high on 2026-08-07. It is now well known, still working (the shares hold a +54.5% three-month gain), and the flow has moderated — no fresh CLW-specific headline in two weeks, coverage down to rating reiterations, momentum back to neutral. It is not saturated: no mainstream coverage wave, and the analyst band has been rising, not capping.
Catalyst Calendar (next 30 days)
- ~2026-08-31 (est.) — August Fastmarkets RISI boxboard/SBS index print. The first checkable measure of whether June's and August's $60/ton mill increases are realized rather than announced.
- 2026-09-01 — Metsä Board's 4–6% increase on fresh-fiber FBB and barrier grades in the Americas takes effect, alongside International Paper's $80/ton and Smurfit Westrock's $100/ton containerboard increases. A read on whether the September fiber round holds across grades.
- 2026-09-08 — Cascades' $110/ton linerboard and white-top, $140/ton medium increases take effect. Adjacent-grade confirmation or failure.
- ~2026-09-30 (est.) — September RISI index print, the last hard pricing data before the quarter closes.
- Beyond the window: ~2026-10-27 (est.) Q3 2026 results, where the guided $20–30M adjusted EBITDA either prints or does not and FY2026 revenue guidance of $1.400–1.500B is reaffirmed or cut.
Elapsed catalysts
- 2026-08-24 — Manchester Industries' 5% increase on SBS and FBB takes effect. Clearwater's own converting arm; a rollback here would be the first sign of customer resistance in the company's own book. (passed 2d ago)
What Would Change Our Mind
The structure that matters is the $20.28 August floor, which is what the post-guidance leg has defended since the 2026-08-07 high. A weekly close below $20 breaks it, returns price into the $17–$22 published-target band with no confirming data behind it, and would mark the guide as a one-print event rather than the start of a cycle. Two non-price conditions would do the same work more slowly: the August and September RISI index prints showing materially less than the announced $120/ton cumulative SBS move, or any competitor rolling back the 2026-08-10, 2026-08-20 or 2026-08-24 effective dates. A producer announcing a restart of previously curtailed SBS tonnage would remove the supply mechanism the whole thesis rests on. On the other side, an index print carrying most of the announced increase before the Q3 report would convert the story from a guide into a measured number, and would argue the narrative is still accelerating rather than maturing.
Correlation Notes
- Trades with the North American fiber-pricing cycle rather than with paper demand as such. The 2026-09-01 and 2026-09-08 containerboard increases from International Paper, Smurfit Westrock and Cascades are a different grade but the same pricing test, and headline reaction in PKG/IP/SW tends to lead the read on whether announced tonnage sticks.
- Sylvamo and Smurfit Westrock are the closest listed comparisons on realized board pricing; Sappi and Metsä Board set the boxboard increases now taking effect.
- Inverse exposure sits at the converter level: Graphic Packaging and the independent converters represented by AICC pay these increases. Converter margin commentary during the Q3 reporting season is the counter-read on realization.
- As a small-cap single-product producer with $362.2M of total debt against $95.4M of cash (2026-06-30), the equity is a high-beta expression of the board price. A 4–6% grade increase moves EBITDA by a multiple of that, in both directions.
Notes
- Adjusted EPS for Q2 2026 crossed the wire in two conflicting versions on 2026-07-28 ($(1.33) then a correction to $(1.75)); the filed GAAP net loss of $(21.5)M is the clean reference.
- Single-product paperboard producer following the tissue divestiture — pre-2025 multi-segment comparisons are not like-for-like.
- FY2026 cash capex is guided at $65–75M, a standing draw on cash that sits against quarterly EBITDA still measured in tens of millions.
- Fastmarkets RISI index data is subscription-only; realization of announced increases is verifiable to outsiders only with a lag or via third-party trade-press summaries.
- $79.5M of the $100M repurchase authorization remained at 2026-06-30, with only $0.1M repurchased during Q2 2026.

The $267 floor broke: the 2026-08-24 close of $259.88 is ~5.7% below the prior session, on the day Washington set Canada auto, truck and parts tariffs to 50% from 2027-01-01. The freight-recovery re-rating now has no company datapoint until an estimated 2026-10-15, with a 2026-09-20 quiet period in between, leaving the leg on third-party rate data alone.
