Current thesis

Legacy oilfield chemistry re-rating into a power/measurement business: Data Analytics hit 51% of gross profit in Q2 2026, the 2026-08-03 PREPA award adds ~$400M of 10-year expected backlog, and the 2026-08-04 guide went to $340–350M from $270–290M. Both catalysts have printed, RSI(14) is 71.5 and consensus PT $36.92 sits at spot.

Kill line

A weekly close below $28 un-prices the 2026-08-03 PREPA award and the 2026-08-04 guidance raise; secondary break is the Q4 2026 PREPA equipment-deployment window closing with no equipment in service, or a FY2026 revenue guide trim at the ~2026-11-03 Q3 print.

Current Thesis

The leg that produced the August re-rating is gone. PREPA Contract No. 2026-P00107 — dated 2026-06-10, assigned to Flotek in July — was terminated effective 2026-08-18 after the Financial Oversight and Management Board for Puerto Rico voted to direct PREPA to terminate, and the Form 8-K filed 2026-08-19 confirmed the notice. With it went the ~$400M of expected 10-year backlog and the ~$40M annual run-rate at full deployment that had been the entire quantified power story since 2026-08-03.

What survives is the chemistry-plus-analytics business the company reaffirmed on 2026-08-18: FY2026 revenue of $340–350M and adjusted EBITDA of $47–51M, a guide that never contained any PREPA contribution. The shares closed $24.67 on 2026-08-21, 36.5% under the $38.82 52-week high, with RSI(14) at 46.6 against 71.5 on 2026-08-07 — and still up 23.8% over three months, so the pre-award premium is not fully out of the price.

The narrative is dead. The narrative that drew the new bid was PWRtek as a utility-scale power vendor; it was dated by a single award on 2026-08-03 and undated by the Oversight Board vote on 2026-08-18. A new leg would have to be built from a different, named counterparty.

Bullish and bearish views on Flotek Industries, Inc.

The model's bull view on Flotek Industries, Inc. (FTK), in brief: Q2 2026 (reported 2026-08-04): EPS $0.26 versus $0.12 consensus, revenue $99.367M versus $67.720M consensus. The bear view: The award is terminated, not delayed. PREPA directed all consortium parties to halt work on 2026-08-17; the Oversight Board revoked approval and directed termination; notice was issued and effective 2026-08-18 (8-K, 2026-08-19). Grounds cited: the consortium's failure to furnish… Both cases follow in full.

Bull Case

  • Q2 2026 (reported 2026-08-04): EPS $0.26 versus $0.12 consensus, revenue $99.367M versus $67.720M consensus. FY2026 consensus revenue going into that print was $285.25M; the raised guide of $340–350M sits above it and was reaffirmed on 2026-08-18, in the same release that disclosed the Oversight Board vote.
  • Nothing was invoiced or deployed into PREPA. The 2026-08-19 8-K states Flotek "did not generate any revenue or receive any payments under the PREPA Contract and had not commenced deployment of equipment," and that the termination "does not affect the Company's previously issued 2026 financial guidance."
  • Data Analytics revenue $19.2M in Q2 2026, +223% YoY, and 51% of total gross profit against Chemistry's 49% — the first quarter the mix inverted. Deployed or on-order XSPCT digital valuation units: 89, against 25 active at year-end 2025.
  • Chemistry grew while its market shrank. US frac fleets averaged 182 in Q2 2026 versus 192 a year earlier; domestic chemistry revenue rose 43% and international chemistry reached $10.6M, +172% YoY.
  • Leverage is not the pressure point: net debt $45.5M and 0.9x at 2026-06-30, improved from 1.1x at year-end 2025, with quarterly adjusted EBITDA of $16.8M versus $8.0M a year earlier.

Bear Case

  • The award is terminated, not delayed. PREPA directed all consortium parties to halt work on 2026-08-17; the Oversight Board revoked approval and directed termination; notice was issued and effective 2026-08-18 (8-K, 2026-08-19). Grounds cited: the consortium's failure to furnish the required performance security within the contractual timeframe, plus the Board's revocation.
  • The consortium's composition is itself the question. Flotek assumed responsibilities from Enchanted Rock, LLC on 2026-07-31 — 18 days before the termination notice. Coverage of the Board's statement reports the procurement was described as "irreparably impaired" after Enchanted Rock's parent said the company was not participating and that its name and signature had been used without authorization.
  • PWRtek now carries no disclosed contracted utility counterparty. The 40 MW inside a 400 MW project, the six pairs of conditioning/distribution skids, the Q4 2026 support-equipment window and the Q1 2027 first-revenue date all traced to one contract.
  • Investor-loss solicitations began 2026-08-17 (Johnson Fistel, via GlobeNewswire). A solicitation is not a docketed complaint, but it is the observable that precedes one and it is the freshest headline category on the name.
  • Published targets have compressed to roughly spot. Aggregator panels retrieved 2026-08-22 show an average target of $26.92 across 6 analysts and near $25 across a 10-name panel, with a $22 low and a $40 high; the $40 mark dates to JonesTrading's 2026-07-09 initiation, struck before both the award and the termination.
  • Related-party revenue remains embedded in the segment carrying the story: $7.1M of the $19.2M Q2 2026 Data Analytics revenue.

Setup & Price Structure

  • Reference close $24.67 on 2026-08-21; the $38.82 52-week high is 36.5% above it. The $28 area that would have preserved the post-award structure was given up in the sessions after 2026-08-18.
  • RSI(14) at 46.6 is neither stretched nor washed out. There is no base yet — the drawdown is roughly two weeks old and the last dated fundamental input is a contract cancellation.
  • Positioning observables, stated as observables: ~36.2M shares outstanding with beta 1.48, a float that moves on single headlines in both directions; market capitalisation went from $846M at 2026-06-30 to $1.28B at 2026-08-07 on two press releases; retail-facing coverage clustered in the first week of August, and since 2026-08-17 the new coverage is shareholder-litigation solicitation rather than order flow news.
  • No scheduled company event falls inside the next 30 days, so the name has no dated resolution point until the Q3 print.

Catalyst Calendar (next 30 days)

  • None confirmed between 2026-08-22 and 2026-09-21. The 2026-08-18 Oversight Board vote and the 2026-08-19 8-K have already resolved the power leg; nothing on the calendar re-opens it inside the window.
  • ~2026-09-21 (est.), open-ended: any unscheduled 8-K naming a replacement counterparty for the 40 MW of PWRtek capacity, or disclosing remedies sought over contract 2026-P00107.
  • ~2026-11-03 (est.): Q3 2026 results — the first check on the reaffirmed $340–350M FY2026 revenue guide with zero PREPA contribution, and on whether Data Analytics holds above $19.2M and above half of gross profit.
  • ~2026-12-31 (est.): the quarter that was to carry PREPA support-equipment deployment now passes empty; the checkpoint becomes whether equipment built for the project has an alternative home.

What Would Change Our Mind

The structure that has to hold is the pre-award trading range, because the post-award premium has already been removed and the residual valuation rests entirely on a guide that was never PREPA-dependent. A weekly close below $22 unwinds what is left of the 2026-08-04 beat-and-raise repricing and takes price under the low end of the published target range. A FY2026 revenue guide trimmed below $340M at the ~2026-11-03 Q3 print would break the second support — the claim that the terminated contract changed nothing operationally.

In the other direction, the read flips constructively on two specific datapoints, both dated: an 8-K naming a non-PREPA utility or industrial counterparty with a quantified MW figure for PWRtek, and Q3 Data Analytics revenue above the $19.2M Q2 mark with the segment still above 50% of gross profit and related-party revenue not growing as a share of it. Absent those, the name is a chemistry cyclical with an analytics option that had one good quarter, and a fresh entry is buying a broken structure into a two-and-a-half-month news vacuum.

Correlation Notes

  • The ProFrac relationship is both a customer and a related-party disclosure line.
  • Between 2026-08-03 and 2026-08-18 the name traded with the distributed-power/behind-the-meter generation complex rather than with oilfield services. That correlation was contract-specific and is now unsupported by any disclosed order book.
  • Island-grid exposure carries a governance overlay distinct from ordinary utility credit: PREPA procurement requires Financial Oversight and Management Board approval, and that approval was revoked here after it had already been granted — a risk that applies to any vendor pricing Puerto Rico backlog into an equity.

Notes

  • FY2026 guidance of $340–350M revenue / $47–51M adjusted EBITDA excludes any PREPA contribution and was reaffirmed on 2026-08-18.
  • Related-party revenue (ProFrac relationship) was $7.1M of the $19.2M Q2 2026 Data Analytics segment and recurs in every quarterly segment disclosure.
  • ~36.2M shares outstanding and beta 1.48: a small float that gaps on single headlines in both directions.
  • Shareholder law firms began issuing investor-loss solicitations on 2026-08-17; a solicitation is not a docketed complaint.
  • Data Analytics backlog language (>$500M contracted, >$1B pipeline, as of 2026-08-04) is separate from the terminated PREPA backlog — check whether it is restated at the Q3 print.
