Against its published line

Above its line on the last close.

How to read this

The red mark is the published kill line — the price that would prove the thesis wrong. The dot is where the name closed on 15 October 2026; a dot left of the mark has closed through its line.

Distance is drawn on a square-root scale, so close calls get the room. Past 8% a row reads well clear, with a hollow dot to show the figure is off the drawn scale. Rows run tightest first.

How a pick is graded

Kill line

A daily close below $18, under both the 15 October 2026 close of $18.52 and the 28 October 2026 close of $18.55. Separately, 31 December 2026 passing without definitive EXIM loan documentation and an announced construction decision would break the financing timetable.

Not a pickResearch coverage at low conviction. A medium-or-higher call would open a pick on the scoreboard.

The thesis

Perpetua Resources' case still rests on closing its $2.9 billion Export-Import Bank of the United States (EXIM) loan and announcing a construction decision by 31 December 2026. The 26 October 2026 U.S. Army tungsten award adds a second line of government support, but the shares closed at $18.55 on 28 October 2026, level with $18.52 on 15 October 2026, so the market is still waiting on loan documentation.

EXIM's board approved the 13-year loan on 21 May 2026. The company says funds become available only after definitive documentation and conditions precedent, and that a final investment decision follows closing (company press release, 21 May 2026). Searches of company news through 28 October 2026 find no announcement of a closed facility or a decision.

The new fact is the Army award. Perpetua announced on 26 October 2026 an award of up to $40 million through the Defense Ordnance Technology Consortium to assess tungsten concentrate production at Stibnite (company press release). Press coverage describes a 36-month program, with a first phase of about 18 months costing about $18 million, shared equally, and later phases dependent on results and further funding approvals (Mining Weekly, 27 October 2026). TIKR reported the shares rose 10% on 27 October 2026, and the adjusted close was $18.55 the next day.

The narrative is maturing: the story is well known, and the one fresh item since the 16 October 2026 note moved the shares for a day without lifting them above the mid-October close. The loan documentation date settles the case.

Bullish and bearish views on Perpetua Resources Corp.

The bull case on Perpetua Resources Corp. (PPTA), in brief: Financing has board approval. The bear case: Loan is approved, not documented.

Bull case

  • Financing has board approval. EXIM's unanimous 21 May 2026 vote covers a 13-year, $2.9 billion senior secured loan. The company said in its second-quarter report (17 August 2026) that it expects to close the facility later in 2026.
  • Government backing is widening. The 26 October 2026 Army award of up to $40 million funds drilling, metallurgical testing, and permitting and engineering for an exploration decline aimed at tungsten beneath the Hangar Flats pit (press coverage, 27 October 2026).
  • Cash covers near-term work. The company reported $574.2M of unrestricted cash and $60.9M of restricted cash at 30 June 2026 (second-quarter 2026 results).
  • Analysts hold high targets. Eight analysts averaged a $36.90 target on 18 September 2026 (Stock Analysis). HC Wainwright reiterated $43.50 on 30 September 2026; B. Riley lowered its target to $30 on 3 August 2026 and kept a Buy rating.

Bear case

  • Loan is approved, not documented. The company says no assurance exists that definitive documents will be agreed. A 2027 timetable would break the dated case.
  • Losses are widening. Second-quarter 2026 EPS was a $0.78 loss against a $0.27 loss consensus (Benzinga, 17 August 2026). The quarterly loss was $97.5M.
  • Army award carries a matching cost. Mining Weekly (27 October 2026) reports Perpetua matches the Army's contribution, and phases after the first depend on results and incremental approvals. The award is exploration funding, not construction capital.
  • Litigation remains open. The 18 August 2026 district-court remand sent two wildlife statements back to the Fish and Wildlife Service, and the plaintiffs appealed on 25 August 2026. A stay was denied on 17 June 2026, so work continues meanwhile.

Price setup

The adjusted close was $18.55 on 28 October 2026, 50.2% below the 52-week high of $37.22. The three-month price change was 0.8%, and the 14-day relative strength index was 42.6, up from 23.0 on 15 October 2026. The shares have moved from a deeply oversold reading to a neutral one without making a new high.

The adjusted close was $23.24 on 18 September 2026 and $18.52 on 15 October 2026. The round-number $18 level sits just under both the 15 October 2026 and 28 October 2026 closes.

Crowding evidence is limited. TIKR reported a 10% one-day rise on 27 October 2026 after the Army announcement. Third-quarter results are not confirmed; TradingView lists ~16 November 2026. No new SEC filings appear for the period, so no insider transactions or share issuance are visible.

Catalysts, next 30 days

  • ~16 November 2026, est.: third-quarter 2026 results and 10-Q. Shows cash against $574.2M unrestricted at 30 June 2026 and whether the $97.5M second-quarter loss repeats.
  • 27 November 2026: expiry of China's suspension of its antimony export ban on US-destined shipments. Reimposition or permanent removal resets the scarcity premium in a pre-production valuation.
  • ~31 December 2026, guided: EXIM definitive documentation and final investment decision. Outside the 30-day window, but it is the event the case turns on.

Elapsed catalysts

  • ~2026-11, est.: Fish and Wildlife Service response to the 18 August 2026 remand. No deadline is published; resolving it narrows what the Ninth Circuit appeal can reach. (passed 80d ago)

What would change the view

The case breaks if 31 December 2026 passes without definitive EXIM loan documentation and an announced construction decision, or if the company states a 2027 timetable. A third-quarter filing showing unrestricted cash falling sharply below $574.2M with the loan still undocumented would also weaken it, as would an equity offering announced before closing. An injunction from the Ninth Circuit limiting work would break the permitting leg of the case.

On price, a daily close below $18 would take the shares under both the 15 October 2026 and 28 October 2026 closes and below every close in the recent decline. Closing of the loan documents would raise the rating.

What it trades with

Project economics depend on gold, antimony and tungsten prices, so the shares respond to more than one commodity. Policy headlines on Chinese critical-mineral export controls and U.S. government funding for domestic supply tend to move the pre-production critical-minerals developers together. The Toronto line trades in Canadian dollars under the same symbol and will differ from the US line.

Notes

  • Development-stage issuer with no revenue; the company targets initial production in 2029, so valuation rests on modelled future cash flow.
  • Dual-listed on Nasdaq and the TSX under PPTA; the Canadian line quotes in Canadian dollars and will differ from the US line.
  • The $2.9 billion EXIM loan was board-approved on 21 May 2026 and is available only after definitive documentation and conditions precedent are completed.
  • Project economics depend on gold, antimony and tungsten prices, so the shares respond to more than one commodity.
  • The 18 August 2026 district-court remand sent the bull trout and wolverine Incidental Take Statements back to the Fish and Wildlife Service; the plaintiffs appealed on 25 August 2026.
